RNP and Allies Strike Agreement on Early Boardman Coal Plant Closure

RNP worked with Citizens Utility Board, Oregon Environmental Council, Northwest Energy Coalition and Angus Duncan to reach an agreement with Portland General Electric (PGE) on several issues related to closing the Boardman coal plant early and cleaning up PGE’s energy resource mix.
 
The group agreed to support a framework that: ceases coal-fired operations at Boardman no later than 2020, makes significant emission reductions in the interim, and is accompanied by a commitment to low-carbon resource planning in the utility’s integrated resource portfolio (IRP) process.
 
The letters constituting the group’s agreement with PGE are attached to joint PUC comments filed on October 29th, available for download here.
 
In response to the group’s agreement with PGE, the Department of Environmental Quality (DEQ) opened the record until November 15th to consider PGE’s proposal for stricter emissions limits and elimination of the 2040 coal plant closure option upon final approval of PGE’s early closure plan. The DEQ expects to forward a final recommendation to the Environmental Quality Commission in December, with Environmental Protection Agency (EPA) review to follow.
